No, Delhi domicile is not necessary for DTU B.Tech lateral entry.
But here's what you should know:
Important Points:
DTU allows students from all over India to apply for lateral entry into B.Tech (after diploma).
Delhi students get 85% of the seats, and 15% seats are for students from outside Delhi.
So, if you are not from Delhi, you can still apply, but competition may be a bit higher for the 15% seats.
Eligibility:
You must have a 3-year Diploma in engineering
Minimum 60% marks in Diploma (some relaxation for reserved categories).

Here's the latest info on B.Tech in Computer Science & Engineering (CSE) admission at Delhi University:
DU offers B.Tech CSE at the Faculty of Technology (FoT). Admission is through JEE Main scores, not CUET .
For General category, the closing rank in the first round was around 8,336, expanding to 21,399 by later rounds in 2023 .
You'd need a JEE Main rank below ~22,000 (CRL) to secure admission to CSE at DU .
If your rank is higher, Electrical Engineering can be considered, where cutoffs extended to approximately 42,000.

BITs is a very good college but the branch you're considering from their can be doubtful. I'm assuming that you got less marks in BITSAT that's why you're getting this branch. I can assure one thing that once you get into this college you'll definitely get placed into some good company, but yes the number of companies might be low for Environmental Engineering.
