Jamia Hamdard is deemed to be university, it is a semi-government funded university.
So, you should choose this over Presidency.

You give exam JEE again. If you are not satisfied by the college then work hard for next year, but one thing I would like to suggest you is not to leave the college and prepare along with the B.Tech classes, as if you don't get any better options then your 1 year will be wasted, so prepare well, you may take help from different channels on YouTube and different IIT JEE preparation apps.

In India, you can do only M.Tech Civil Engineering and you need to study two years. Abroad you can do Masters as one year programme in UK. You can do specialised programme which you like. Options are
1. M.Sc. Structural Engineering
2. M.Sc. Geo technical Engineering
3. M.Sc. Construction Management
4. M.Sc. Urban designing
5. M.Sc. Transport designing Becasue of the specializations duration is less and you become more employable.
