The college does not specify the scholarship criteria for the courses. It might be the score in the entrance or your performance in the interview or a slew of other signaling things in your CV. It would be prudent to check it with the college once. You can get the number for the TERI SAS website.

It depends on your choice fill-up. You cannot get a good IIT with branches at this rank. You may get a good NIT with good branches except CSE. Mock seat allotment is just for the 1st round. Therefore, it's not an issue. You can wait for the further seat allotment.

Yes, domicile certificate is required for taking admission in engineering or in any other field, it is a proof that the candidate is a resident of the following state. Therefore, you have to carry your domicile certificate for admission.
