Yes, you can study in English, but only if you're a master's or doctoral student.
As a UG student, you can only study in German. For that, German Proficiency scores would be needed.

Like most universities, Manchester University, Indiana, USA, requires its international applicants to be able to comprehend, and articulate in English, especially since Manchester Uni is in a country having English is a dominantly spoken language. It requires the submission of English proficiency test scores with specified minimum requirements. The specified test scores are:

Yes, you can give the TOEFL exam but better to practice first. TOEFL checks your Reading, Listening, Speaking, and Writing in English.

No. You can take TOEFL test even if you studied in non-English school. Anyone can take it to show their English skills.

Yes, the University of Mannheim does teach in English. The university welcomes students from more than 100 countries. Students don't need to prove German proficiency to study here.
One can also complete exchange courses without any prior German language skills.
However, courses taught in German does require students to submit valid German test scores, as per the course specific requirements.
