If you want to be a fashion designer, the most important part is to choose fine arts as a minor. Secondly, try to take psychology if that combo is available. You will understand people and their thought processes.Try improving your drawing skills and creativity towards designing, so that it will help you in college while doing your course.

Both these courses are not suitable. I would suggest you to opt for B.Sc fashion designing or Bachelor of vocational education in fashion designing.

Yes, bit a better advisable solution is to drop B.Sc and do Bachelor of designing either from NIFT or NID and if that is not possible for you, do a part time evening diploma from a good institute for example Mumbai University Garware institute offer such courses.

Many universities prefer students with relevant background. Students from other fields have to show their interests through portfolios, SOP, any work experience, etc. You must also take IELTS or TOEFL.
