Fashion design deals with the creative side of garment creation like sketching and fabric selection whereas fashion technology deals with technical side of the production like quality control or CAD software use.

Yes, you can work abroad after completing Fashion Technology from NIFT. But, it would require a strong portfolio, try gain experience from international freelancing projects, and if possible, go for higher studies.
