Don't think that NIOS students have to score more as compared to CBSE students. Both the boards are equal for DU. So in order to get admission in regular BA you have to clear the required cutoff.

Yes, you can pursue, if your one degree is from regular mode and other from distance mode, then both the degrees are considered as valid.
