Yes you are right, public colleges are free and highly competitive. Because they are free does not mean you can secure an admission there but the opposite. Extremely high academic marks are required to get into German universities. You must also know that some programs and courses may incur a fee, not all is free. Very minimal tuition fee is required in this case. You can refer to this website and learn more about studying in Germany, the various universities, fees, scholarships etc. https://www.daad.in/en/.

GATE scores are accepted by German institutions. Your academics are good but a higher percentage in B.Tech would somehow have been better. None the less, apply. Take the IELTS too. Besides the GATE score and your B.Tech percentage, universities will also check your internship quality, projects, research, patents if any, publications etc. It's a highly competitive process in Germany. If you are applying for an undergraduate course, then German language is an absolute mandate. In addition, you must complete 13 years education that is one more year of education after class 12th. For Masters, you have to complete your Bachelor's degee. Specify what you want to study for better guidance.
