The classification of colleges can be done as tier 1, tier 2, or tier 3 depending on the country and source. Typically, tier 1 universities are considered to be highly prestigious and competitive; they have a strong history of academic achievement and research success. Don't worry, you will be able to get into government college for Forensic Science. Admission to government colleges is entrance-based. Thus, you will have to appear for respective entrance exams of the universities, and if scored well, you will get your desired course. It has nothing to do with your class 12th marks as the admission process is enrance-based.
Hope that helps!
