Hi.

The regulatory authority National Council for Teacher Education (NCTE) changed the B.Ed course from 1-year to 2‑year (four semesters) for all new admissions since around 2014‑15. 

For distance or correspondence B.Ed (or ODL — open/distance learning) mode, NCTE sets that the duration must be 24 months (2 years).

Therefore, any “1‑year B.Ed” — through regular or distance mode — is not valid under current NCTE norms (unless it's some outdated or special exception, which is unlikely).

Yes, some government engineering colleges in India accept 12th standard exam results for admission. These include: 

Sardar Vallabhbhai National Institute of Technology (SVNIT)

Institute of Infrastructure Technology Research and Management (IITRAM)

Other colleges that accept 12th marks for engineering admission include:

Yes, many BSc colleges in India do not require candidates to have a higher percentage to enroll. The minimum eligibility criteria to get admission to a BSc course is to obtain a minimum of 50% aggregate score in Class 12 with PCMB/PCM/PCB subjects.
