GMC Haldwani doesn't offer a 1-year GNM; the 3-year GNM costs about INR 30,000 – INR 50,000 per year.

Yes, fees is only refunded by Government College of Technology if admission is withdrawn within the allotted time frame prior to the start of the course. The application cost is not refunded. So, it depends on students when he decides to withdraw.
