It will not create any problem. Candidates must hold a graduation degree in any stream from a recognized university. Candidates who are awaiting results of their graduation exams are also eligible to apply for Preliminary exam. However, such candidates need to submit the proof of passing the requisite exam at the time of applying for Main exam (if qualified). For preparation of IAS and UPSC, I would prefer you study subjects such as History, Economics, and Geography which will make you competent for the exam.
