Now, as you're in the second year of engineering, you can stay focused on your curriculum and just check the syllabus and pattern of GRE exam, study all the required subjects and topic thoroughly with the concept clarity and then in the fourth year (or maybe earlier if you feel confident) you can give your exam revising all the things you once studied. I did not understand your question, universities won't give you GRE or TOEFL preparation and how good you perform in your GRE or TOEFL won't depend on the university.

Refer to the official guides like The Official Guide to the GRE by ETS, Manhattan Prep and Kaplan GRE Prep. For IELTS you can refer to Official IELTS Practice Materials by British Council.
Cambridge ESOL, IDP: IELTS Australia, The Official Cambridge Guide to IELTS by Cambridge University Press and also check out preparation books by Kaplan.

Where are you planning to study? You must first check the requirements. Maybe the country or university don't even require GRE scores.

In your first year, you would be studying the basics of physics, chemistry, maths and the other subjects related to your branch.
So you would not be able to prepare for GRE as the questions are highly technical and related to your branch.
It will be ideal to prepare for GRE from the second year.

The Official Guide to the TOEFL Test by ETS Official TOEFL iBT Tests Volume 1 and Volume 2
Barrons Essential Words for the TOEFL
For GRE, The Official GRE Super Power Pack from ETS is mandatory. Also follow books by
Manhattan and Kaplan.
For GATE books basis subjects.
