I think no, because you have to select any one Indian Language from the Languages included in the Eighth Schedule to the Indian Constitution.

There are many languages in which one can write his UPSC exam like English, Hindi, Marathi, Tamil, Telugu, Gujarati, Kannada, etc. and many more. In all the scheduled Indian languages except for subjects like essays and English.
