I think, 67% is not enough to get admission in B.Sc Hons in any college but still, you should cross check first and if you want to improve your board %, then you can appear for improvement exams if you are from CBSE Board.

The basic eligibility criterion for pursuing a B.Sc. (Home Science) degree is qualifying 10+2 or equivalent examination in any stream. Some reputed colleges and institutes demand Physics, Chemistry and Biology as subjects studied at 10+2 level.

No, you can't do B.Sc. Home Science if you are studying commerce, because B.Sc. Is the course of the Science stream and just because you are a student of commerce stream, you can't do that.
