Yes, as you have queried, Public Universities in Germany do not charge any tuition fees. However, one may have to pay a token towards administrative charge. They are good universities, you can look for last year cut-off and try according to it.

Yes, it is possible to get admission in Canada with IELTS score of 6, but if you want to get in good college you must have at least 60 % in graduation for post-graduation and for graduation you have to appear and score in GMAT.
