PGDM is a Diploma course not a degree course. You might get valuable knowledge and skills from PGDM but Master's Degree courses are more dominant when it comes to valuation. However, IIM's do provide PGDM not MBA/MMS.
So, it's on you if you want knowledge and expertise go for PGDM and if you want a Degree then search other colleges that IGNOU.

IGNOU does not offer courses in engineering stream, you can either opt for BCA or B.Sc, if you want to pursue engineering courses only then go for some other university/college.
