Yes, IIIT Gwalior is a good option in government IIITs. It comes under top 4 government IIITs. Placement is good and campus infrastructure is also good.

For IIITs and NITs, you have to report at the nearest reporting center that is mentioned in brochure, i.e. may be NIT or IIIT. Yes, you have to report and pay fee.

Yes, you can get CSE in new IIITs like IIIT Pune, IIIT Bhopal, IIIT Kalyani, IIIT Kotak, IIIT Una, IIIT Ranchi, IIIT Bhagalpur, etc.
