As per my opinion, there are 2 aspects on which an individual can prefer a particular college. First is the Return on Investment (ROI) and second is the placement.

Studying from a top college does gives you a benefit of grabbing the best placements. But eventually, you have to have the capability and skills to sustain that level of job in a progressive way. I have seen many good MBA aspirants from good institutes (not the top ones) - started with a mediocre job but gone up very high in career with their skills and capabilities. On the other hand, I know a few IIM MBA aspirants - although got their first job very lucrative but could not stabilize and had to come down to little lower level.
So it is all in you. Go for IIM - to get good opportunities as a fresher but improve your skills and confiden

It is bit difficult with the percentage but not impossible. Focus on CAT percentile (above 99) and why you are a best candidate through GD and PI.

To get a seat in IIMs does not only depend on your CAT percentile but also on your your academic record, overall personality, commitment, communication skills, knowledge and positive attitude.

Diploma in Engineering from polytechnic is not a graduation degree. You will not be eligible to seek admission in MBA unless you complete your graduation degree. If you have done diploma after 10th then Diploma marks may be taken against 12th marks. But if you have done Diploma in Engineering after 12th then 12th marks will be taken.
