I would rather suggest you to go for IIT first and do not lose your 1 year in B.Tech. If you don't have the option right now then you should study and prepare for the entrance exam of IIT then if pass then further procedure will start.

Rajiv Gandhi School of Intellectual Property Law, IIT Kharagpur offers a Three-Year-Full-Time residential course which leads to a Degree in Bachelor of Laws (Hons) in Intellectual Property Law. You need to have a First Class Bachelor's Degree in Engineering/Technology/Medicine or equivalent. So going by that, a Degree in Fashion Technology will fall well within the ambit of 'Technology' which makes you eligible to apply for this course.
