No, you are definitely not eligible. You have to have Physics for 4 semester and Mathematics for 2nd semester in B.Sc. There is no restrictions on +2 subjects.

If you want to join IIT after 12th Science, JEE is an entrance exam I.e. Joint Entrance Exam conducted by different IITs every year for B.Tech programs!

The admissions for even the undergraduate courses in Tamil Nadu or not based on any entrance exam. The admissions are given based on the marks obtained in the 12th exam by a student. Of course, there is a minimum percentage of marks prescribed but it is so low that almost every student will clear this minimum requirement, in the similar fashion the lateral admission in the second year of engineering based on diploma are also done not based on any entrance test but based on the marks obtained in diploma.
