For IIT Madras, you don't need percentile, percentile is only for JEE Mains. To get into IIT Madras for computer science engineering, you need to get under 40 All India rank in JEE Advance.

Chemical Engineering and CSE are both no way related to each other. If you have a desire interest in learning computation, Coding, if you love maths. Then, CSE can be a better option. Also Job prospects in CSE from IIT is much better. Though Chemical has its own advantages. Its totally your decision upon what yours interest lie. If coding is what you love go for it.

I haven't heard of any institute giving stipend to B.Tech student. They only provide stipend in the condition that the student is involved in some project under any institute faculty.

Hello Fahd,
I am afraid your dream of getting admission via lateral mode in IIT Madras needs a little amendment. IIT's do not give lateral admission but accept diploma as equivalent to class 12th and give admission. Hence, if you have scored 75% or more in your Diploma then you can appear for JEE Mains and then JEE advanced for admission.
Best wishes to you.

Cutoff usually change with year don't focus much on that, it's usually under 500. Focus on giving your best try for now later there will be sufficient time for you to search your options and get best out of it.
All the best.
