College you will get is totally based on the performance of you in the respective entrance exams. With just having 75% in 12 th doesn't give you admission in any college in Tamil Nadu. You've to qualify the respective entrance exams of your state board or private universities to get admission.

I would Suggest to go for NIT Silchar for mechanical or even Agartala is also better option among all as per my view as NIT - Agartala and NIT- Silchar have a good placement as per last 3year track record. And thus, the question for your answer is Silchar NIT is best for Mechanical as per view.

You can take admission but your percentage is quite low and it would difficult for you to get admission.i think you can try for admission

If you say reputed, then I don't think there is any college that provide distance M.Tech. There are many colleges that do provide distance M.Tech but premier institute like IIT, NIT, IIIT, don't provide such. I don't have any idea about M.Sc.

Yes, transfer of college is possible if the university studying currently gives a No Objection Certificate. Also, its important that the college wanting to enter by the candidate accepts the admission, which also depends on their intake.

Starting salary of dietitians in India is around 5 LPA. After some experience, you can earn up to 12 LPA abroad. You can expect a salary of 6-12 LPA but there are huge expenses abroad.
