You don't stand a chance for MVGR College, but I can say that try for it till the 3rd round of counselling.

If it is relevant course connected to your studies, there will not be a problem. Normally, colleges will not give admission in such cases. Once you get admission, you can go ahead for visa without any worry.

To get admission in government is difficult with your score. But, you can try applying in private colleges. And, if you have a category benefit, then your chances are even better.
