You have to give admissions test to get admissions into any good law college. I haven't heard of any good law college that admits students without a merit test.

You may try for JoSAA counselling but it's quite difficult to find a seat in a government architecture institution as they close within 2000 for SC,ST or OBC category.

You can get a seat but you have to appear in counselling procedures which is 70% seats are filled through university-level counselling based on marks obtained in class 10+2 and rank obtained in JEE Mains. Selection parameter and weightage:
10+2 marks - 75%
JEE Mains - 25%
Remaining 30% seats are filled by the university based on the marks obtained in class 10+2.

The general eligibility criteria for admissions to the 4 years of the undergraduate engineering programme offered at PEC states that the candidate needs to complete their +2 from a state /central government recognized educational institution in the state of Pondicherry. Also, the candidate needs to score a minimum of 50% marks in the qualifying examination with physics, chemistry and mathematics being the compulsory subjects.
