Your rank is good but it's tough to get VIPS. VIPS is the most reputed institution of IPU and you are outside Delhi candidate so there is a little chance to get VIPS.

1) SAT and TOEFL scores
2) Mid year school reports
3) Extra curricular activities

It varies from college to college .btw in delhi university it is about 50,000 p.m .for the rest of the university it may be higher or lower this is depends to whom uhh done ur IT education
