There arena't many government colleges in India which offer undergraduate course in Mass Communication. However, there are a few which will offer you journalism courses. The only difference would be that these courses would be strictly inclined towards journalism and not much towards other genres of mass communication. You should select a college which is reputed higher than others rather than selecting a college based on a locality, so if you secure admission in a college which has a higher ranking than another, you should select that college.
