Master of Computer Applications MCA is a three-year (six semesters) professional Master's Degree in computer Science awarded in India. The course was designed to meet the growing demand for qualified professionals in the field of Information Technology. It is a postgraduate course that can be taken up after obtaining a Bachelor's Degree. The MCA programme is inclined more toward Application Development and thus has more emphasis on the latest programming language and tools to develop better and faster applications.

Yes, you can apply for the MCA course at IGNOU. If meeting the eligibility criteria as given below.
Eligibility: Any Bachelors's degree of minimum 3(three) year duration from a recognized University AND Mathematics as one of the subjects at 10+2 level or graduation level; else the student is required to pursue and pass the BCS-012 course concurrently with IGNOU MCA.
If you had studied Maths at +2 or graduation level, then you need not register for BCS-012.

I am not sure if that is possible because even after 4th semester you would have taken such decision it might have been possible at the end of 2nd year however now you are in your final year that too 1semester completed so which means your practicals and projects must have been recorded by your institute and other important aspects like placement etc. Suppose even by some means if it's possible I will strongly suggest you not to take admission in any other institution. It will not be easy to adjust. I hope this helps.

You can complete your BCA first year at one college and continue in the second year at another college.
However you will have to remember certain things-
you might have to appear for the first years subjects exams all over again if your previous university does not have the same subjects.
its not going to be easy
documentation is going to be a mess for you
YOU CANNOT HAVE ANY ACTIVE BACKLOG (Failed subject) FROM YOUR FORMER UNIVERSITY
However, if you switch from one college to another which are under the same university, you will have absolutely no problems and none of the above statements would hold true.
