Yes, you can do B.Sc in IT in lateral entry scheme where you will be in 2 year directly. So, only by spending 2 years, you will be completing your B.Sc degree.

There is no huge difference, but yes it is different from your 3rd year of B.Tech.
In IT, it is all about Software, in CS it all about Sofwtare + Hardware + OS core. So, choose the same as per your interest like in software/programing language or in IT infra like network/server/Operating System etc. Domains.

If you interested in the managerial field should go for MBA, because you mentioned your programming skill is not strong. Also, you can join digital marketing training programme (2 or 3 months) with an internship. Because, digital marketing is a booming career option.
