It depends on two things first it depends on your living state as the cutoff of IPU is divided into 2 parts Delhite students and non Delhite. Usually the Delhite students get higher preference as there is a 85% quota for Delhi students reserved in IPU. Secondly it depends on the category you belongs to if you are a general category student then its very difficult to get in IPU. But I will suggest you to attend the spot counseling as there is a huge chance of selection through spot counseling.

You can get following colleges Under CS and IT branches;
Mahavir swami Institute of Technology Sonepat
BM Institute of Engineering and Technology Sonepat
JIMS Greater Noida
HMR Institute of Technology and Management
Delhi Technical Campus.

If you are a resident of Delhi, it will be beneficial for you. Otherwise, there is no need to see for further process of counselling, if you are of outside Delhi.

If you can drop a year and have good enough confidence that you will make it. Surely, you should drop. As I am a 2 year dropper and I am in a good college having fee waiver sheet. So, it's totally upto you, if you thought you can do it, do it.
