You have cleared the IPU CET exam, also got some rank. But to take admission in IP, you have to pay IJNR 40000 on the IPU portal i.e. seat allotment fees under IPU. As you mentioned that you have not paid the fees, so you are out from the counselling process of IPU.

Seats will be allotted on the basis of candidate's performance in IPU CET 2021. These seats are further divided in following matrix IPU CET Outside Delhi Region Quota 15% of total seats reserved for outside Delhi Candidates. Candidates who have done class 12 th from school/institute outside Delhi fall under this category.

CSE is a very good and demanding branch nowadays. So Ill prefer you to choose CSE. Its a top and demanding branch. You can get into private companies easily, if you have the skills. ECE is good to but Ill prefer CSE over ECE.
