Based on your rank, you might get admission in CE, but I can't say for sure. You should apply for it though as there is a chance that you might get a seat during spot round.
However, if you belong to a reserve category, then your chances improve significantly.

It's not clear from your question about what you are asking but if you are enquiring about the annual course fee in YMCAUST, it's less than 1.2 lakh rupees.

YMCAUST does not offer CSE. Instead, it has computer engineering which is more or less identical to CSE. Also, YMCAUST is ranked higher than DCRUST in Haryana, so if you have a choice, go for CE in YMCAUST.

If you don't belong to any reserved category, it might be difficult for you to get the mechanical stream. However, there is no harm in trying and if luck favours you, there might be some chance during spot round.

Apply online for Haryana counselling which is supposed to be starting in June. Carefully, go through the brochure provided on the website. Apply and pay (if required) for the reserved category.
YMCA takes applicants through Haryana counselling only.

I am sorry to say this but I don't believe you can. However, there is no harm in trying and if luck favors you, there might be some chance during spot round. You can also apply for information technology as your second choice.

Chandigarh University is the better option to pursue B.Tech in agriculture, it has a great infrastructure and great faculty members. It has high class facilities full Wi-Fi campus. Moreover, it has wonderful placements, 400 companies visited campus this year.
