Go for HP, APTECH or NIIT. They have good staff and they provide enough resources for practical. Also, just don't try to learn every possible language and try to learn just one or two but with excellence. That will really help shaping your career. Once u get grasp of one language, learning a new language is just learning the syntaxes, rest all follow same logic.

You can learn database administration and programming on websites as well as via video lectures. You should pursue B.Tech in computer science. In CSE, you will learn all about programming and database, data structures, etc.

Well I find the channel of hitesh Chaudhary the best. Try it out. You can even search the channels by typing different programming languages. There are pretty good websites of which -like learncodeonline is best. Further go for the TCS campus commune also and geeks for geeks, hackerrank etc.

HTML, CSS, and JavaScript/JQuery: You can make stand alone websites or websites that connect to a back-end, which will be handled by a separate team. You might have to work on frameworks such as Bootstrap and Semantic UI (which make your job a lot easier once mastered).

Python is easy at first, so good for beginners. JavaScript is not a programming language. I'd advise C/C++ if you haven't started with them.
