Hello Vignesh,
70% seats are filled through university level counselling based on marks obtained in class 10+2 and rank obtained in JEE Mains. Selection parameter and weightage:
10+2 marks - 75%
JEE Mains - 25%
Remaining 30% seats are filled by the university based on the marks obtained in class 10+2.

Hello,
I hope you are doing well. In every state, there are colleges who take admissions in 2 or 3 counselling though JEE Mains and 4th counselling is on the basis of 12th class marks. You can directly go to any college (home state) and take the admission on 12th basis. Also, in every state (almost) self CET happened where you can appear and get admission through the score.

No, you will not get any of the government colleges but you can definitely get good colleges in your State with 65000 rank in B.Tech.

No, you will not get admission in DEI, Agra because your score of JEE Mains is too low and 60% in 12th is also not sufficient to get admission there. Your 10th CGPA is good but it is not calculated. In case you don't get a good college on the basis of this rank, then you can opt for some of the good private universities like Lovely, SRM, VIT, etc. Offering various specializations in B.Tech. They have their different criteria for admissions. Some offer admission on basis of JEE scores, some offer admission on basis of their own tests and some offer admission on the basis of both. You can't get NIT college with 62 marks. You can try for autonomous colleges and top private colleges.

You can get semi-government or private college only not the best college. For best engineering college, you have to come rank under 10,000 rank or 30,000 rank. So, if you want to try for good marks prepare one year and apply JEE Mains next year.

Your JEE Mains marks is some short but as you said, you are from SC category, you can get a good government or semi government college. If not, then top private college will you get and scholarship from government. Also, I'd provide you the burden of fee will reduce.
