Jamia Millia Islamia University, the admission conducting authority, has decided the cut-off of JMI 2016 Admissions. Cutoff are the minimum marks which a candidate has to score in the entrance exam for participating in counselling, admission and seat allotment procedure. I am not sure about IITs but you might have chance in NITs in 2nd or 3rd counselling through OBC quota.

One needs to take the JEE (Mains) exam and secure at least 75% marks (65% for SC/ST) in class 12th exam or be in top 20 percentile in class 12th exams conducted by the respective board. Admissions are on the basis of rank in JEE (Mains).

Yes, you can many college are not accepting JEE Mains marks as they have their own entrance exa. If you wish to go to government college, then go through her entrance exam or if you wish to go through private college, then go through the eligibility and if you fulfill it, and then take admission in it.

Don't worry, IIT is not for all my friend. You can get admission in other state or government college by giving the entrance exam or many private college such as SRM, KIIT, Manipal, Sathyabhama, MIT, GLA, Amity, LPU, Avantika, as all are university and many more.
