That is a low score in JEE Mains so it is not possible to get in any top colleges however since you have scored 60% in class 12th, you can apply to other good colleges like VIT (Vellore Institute of Technology), BITS Pilani, UPE university by giving their entrance exam or any other private colleges in your preferred state.

It will be difficult to get into NITs and IITs or any other colleges however you can give CUET and get a better percentage to get admission in colleges in delhi like the neta ji subash university in delhi. 

Once you appeared for 12th you will not have any chance to appear for 12th again and it is not possible 

You can appear for the new Mains 2 to 3 times after 12th if you qualify in JEE Mains then only you can able to attempt the JEE advanced

Yes, applicants must have a JEE Main score to get admission to BTech at Puran Murti Campus. Additionaly, the college reserved some seats for management quota in that the college offers direct admission.
