First of all, congratulations for such good marks in JEE Main. You have secured a good rank. You can easily get CSE in any of the NITs. But choosing your home state NIT will give you a very big advantage rather than competing for other state NITs as you have home state quota. But with such a good marks you can compete for top NITs if your home state NIT is not so good as the others like NIT Warangal or NIT Trichy. You can even try for advance and try for some good IITs. If you think that NIT is enough you can surely end up with CSE in good NITs
I can assure you that you can get CSE in a good NIT.

You must have minimum 55% in intermediate school with PCM or PCB as the subjects to be eligible for B.Sc Physics.

NIT Warangal is difficult. However possibility can be developed for integrated M.Sc. Courses. The following are the other options.
1. NIT Srinagar (Civil)
2. PEC Chandigarh (Civil)
3. NIT Andhra Pradesh (Chemical, Mech, MME)
4. NIT Hamirpur (MSE)
5. NIT Raipur (Chemical). .

Well, suraj congratulations on getting such a good rank in the JEE Mains Exam. Also IIIT 's are one of the most deemed and prestigious colleges of our country. So getting admission in any of the IIIT is a very good opportunity in any course. So, seeing your rank I can suggest that you might get admission in of the any of the IIIT with CSE branch. JEE Mains score is used by various college for students to pursue B.Tech in different branches. Different types of colleges have their own criteria for admission
NIT IIIT recruit only on basis of JEE Mains, Central University government University takes admission based on JEE Mains or CUET
As your JEE Mains rank in ST category is under 20,000, you will allocated best NIT or iiit college, also you may allocated B.Tech in CSE branch from top NIT colleges
different NIT and iiit are best in different B.Tech branches, you should choose them wisely according to your desired branch. Here are top NIT and iiit college list

You may get seat in IIT madras but may be not in good branch. As of your Rank you can get seats in other IITs and in very good branch also. Hope for the best and be patience till the end. All the best.

No chance of getting any branch below INR 1.75 Lacs rank CRL in SC category.
So please apply for IPU Counselling if you want colleges in Delhi.

Yes, Diploma holders are eligible to appear for IIT JEE 2019, but they will be considered similar to 12th passed candidates.
