Fee depends on whether you want to study UG or PG and which specific county outside India. You can check these links for some details. Scholarships outside India are given on merit and full scholarship is very rare for international students unless you are extraordinarily brilliant. For Indian schools too, you have to a very bright student but check details on institute websites:

In order to pursue Journalism in India, you can opt for a Bachelors degree in Journalism and Mass Communication. Various options are available for you to choose from. In New Zealand, you must enroll and complete a PG Diploma or a Graduate Certificate before you apply for a masters. You can check for programs in Journalism, Media Studies, International Journalism, Journalism Media and Globalisation, Professional Writing, Creative Studies, Broadcast Journalism and many more.
