There are many college's. In Delhi, there is GGSIPU which provides both these courses. GGSIPU is a good university, it has many college's under them. You have to take entrance exam for them. You can avail college's according to your rank. Form's are available now.

Each and every college have pros and cons. I don't know much about YMCA and Times School but I know more about NIMCJ for the mass communication course. NIMCJ rank as India's top mass communication college, good placement records, Industry experts as a visiting faculty, and much more.

Yes you can if you have completed your 12th boards with PCB or PCMB. And if you have completed 12th boards with any other stream like commerce or arts you can apply for either GNM or ANM Also your age should be between 17 - 35 years.

For learning age does not matter but please confirm with the university or college where you are going to apply because in some colleges they put restrictions. NIMCJ offers PG Diploma in Mass Communication and Journalism and B.J. M. C. course.
