Obviously IIMC. Other colleges are nowhere close to the reputation of IIMC. It is the most premium mass communication college in India.

I would suggest you to complete your higher secondary education of class 11th and class 12th, and you can opt for the studies in BA in journalism or Bachelor of mass communication. Then, either you can go for PG Diploma programme or Masters studies. The Bachelors studies would provide you a much firm base and will facilitate in exploring many subjects.

You can apply but admissions are not on these days, you have to apply in new session. If any university or college is giving admissions these days too, then you can go for it but they will approve your admission only then once you will complete your Graduation.
