Yes, you are eligible to appear for the exam, if you have completed the Masters Degree from the IGNOU. You need to complete Masters degree from the Subject you are interested in with around 55% marks overall if you are a general Candidate. For Reserved Category Candidate and for female category you can appear in the UGC NET Exam with 50% marks
The UGC NET Exam is conducted every year whereas several no of candidates appear in the examination.

BCA-MCA makes you adept at the application level of computers whereas B.Tech-M.Tech makes you proficient at the 'technical' level (Software, Hardware, applications etc. ). I would suggest you to look for the course that gets aligned with your career aspects. With this you need to make sure you choose a right academic partner.
