Yes, you have secured a good rank in the entrance examination. There are chances that you can get TUTE, Lucknow for MCA. You just have to look around for the previous year's cutoff of the college.

Yes, you can get any branch in and top government college but there are less chance of getting IET Lucknow with CS and IT branches so you can try other top UPTU colleges also.

I would like to tell you that IET is one of the most reputed colleges for engineering in UPTU. I don't think with this rank you would be able to get admission in IET. You can check the last year's cut-off also, but yes, you can get admission in other government colleges, all you have to do is check the last year's cut-off and look for the best colleges according to your rank.
