You should visit HCL IT City in Lucknow. They provide training to the students. Call them and ask about the criteria. My friends are also going to join it. It would be good for you too.

Getting admitted to newly formed institution is of great risk, I don't know whether they will be good or not.
But, CSE of IIEST, Shibpur is a great department, be its students selected in Google Summer of Code or Linux foundation or be it Microsoft and Google placement offers. But placements are not all about the CODEIIEST society. It is also good which collaborates with Robotics Society -"ROBODARSHAN" or seminars.
It will surely develop and upgrade facilities in the upcoming years.

It is upon you which university you want to get in.
In Delhi, many universities provide BJMC.
Few of them are:
Amity University
IPU
DU
Some other private universities too.
I have no idea about Lucknow.

The best college in Lucknow would be IET Lucknow, as it is a government college and offers wide flexibility. It even ranks in top three 3 colleges of UPSEE.
