Utkal University is recognised by UGC. It is a member of the Indian Association of Universities and Commonwealth Association of Universities. Utkal University has been accredited by NAAC with A+ Grade in December 2017 for a period of five years. As per the rules of UGC, aspirants who have completed master's from a UGC Approved University are eligible to appear in the UGC NET Examination. Yes, you can do
Yes, you are eligible to join the M.Com course after completion of the B.Com course. Each and every university will conduct its own Entrance Exam to give admission for the M.Com course. As you are telling me that you have not got through the Entrance Exam, it is better to join this M.Com course in private mode or distance learning.

Yes, you can do Ph.D after doing a Masters degree from correspondence. You can also give a net exam, so that you will get admission in a good university.
