Through Entrance Test
Entrance test of the M.com is divided into 4 categories:
Economics
Accounting
Business mathematics and statistics
Management, Law and income tax
If you want to secure decent score then go through last year's question papers which are available at the photocopy shop in Delhi School of Economics.
Spend your time in evaluating from which portions questions are being asked. Once you have done that then revise from your books.

The brand name of DU definitely looks good for a while but in the long run its your knowledge that matters, so in my opinion, go for a full time post graduation program from any decent university in a subject that you like.

Most of the jobs in government sector are through entrance examinations held by the respective sectors.
After M.Com, one can apply for the exams like:

I completed M.Com in distance mode but what makes the difference is not that regular or distance but our interest to learn the subject. If you are eagered to acquire knowledge and want to be called as post-graduate in a particular subject, then I would strongly recommend you to go for it.
