Hi Phani, your GRE score is low for top ranked universities in US and your admissions will depend on your overall profile. You can check universities in countries like Australia, New Zealand, France, UK etc.

If you have scored 1300 in SAT, you should pursue Bachelor's degree from abroad. The tuition fee is very expensive, so you can look for scholarship.

You can take GRE, if you have a very good GRE score then admission chances could be better. Secondly, admissions in US Universities are done on profile basis and not on basis of your scores alone. There is no donation system. You can check the university website and you will understand the admission process.
Best of luck.

If you are interested in doing MS in USA, you must apply in US Universities for admission in MS. In order to mitigate visa risks, you may evaluate applying for MS in other foreign universities also. Germany can be a good option. Germany will give you an equal opportunity and also have good cultural climate which supports ethnic and religious diversity.

MS CSE in Germany is better in comparison to MS in USA universities because expenses to study in Germany are much lesser. Also, Germany is more liberal in work visa for those who graduates from German Universities in comparison to USA. USA H1 visa is based on lottery system and there is no guarantee that student will be able to work there for long time.

I would suggest you to pursue MS.
Below mentioned are the reasons to pursue MS:
1. Once you start earning, it is difficult to go back to academics.
2. If you don't do anything interesting at your work place, your profile becomes weaker and reduces your chance of getting good university.
3. If you have done your MS immediately, 5 years down the line, you are in a much better situation in USA in terms of position and finance as compared to your classmates who did MS 2-3 years later.
Good luck.
