It will depend on the university. Any top university will not accept backlogs and they require more than 75 percentile. You can check colleges under SPP, they usually consider up to 5 or 8 backlogs.

Australia is one of the best country in civil and structural engineering. Japan, Germany, Singapore and USA are also a decent option.

A good band score (say 7) will get you into countries like UK, Australia and Canada. There are tons of universities in Europe that accept IELTS for selection. However, you might want to check the university website if your preferred course is available in English. Take language proficiency tests if necessary (in the case of European universities). If you are keen on getting into American universities, you need to appear for GRE. But, some universities accept applicants without GRE. That being said, it totally depends on the country you've chosen for graduate studies.

The scope of automobile engineering is quite vast, as it is one of the fastest growing fields in the world. If you want to pursue MS in Germany you need to:
1. Appear for IELTS (score 6 band or above) or TOEFL (score 90 marks).
2. Appear for GRE (optional).
3. Focus on your internship and project work.
4. Strong recommendation letters from teachers.
5. Though, language is not compulsory for MS, but do learn language and give its perspective test.
6. Visit DAAD Delhi website for further information.
