Yes, you have to complete your undergraduate degree before you apply for Masters. But if you are still in your Final year Graduation and results awaited, then, in that case, you can apply for Masters entrance exam.

Yes, 11th & 12th is the basics of everything so try to get through your 11th and 12th syllabus. Not only M.Sc, it is important for most entrances. However, if you had cleared B.Sc. Then it must be obvious that your 11th and 12th is clear if not study the basics. Good luck.
