Personally I will vote for Australia as opportunities are higher. If you obtain a PR, the medical expenses are borne by the government itself.

MSc Software Engineering courses are designed for BSc students with good Maths background. Therefore after BCA you will not be eligible for the course in majority of universities. You are advised to pursue MCA.
