No, you won't be able to get admission without the exam, and you for other colleges it depends on your course, because admissions are closed for many colleges.

Wait for the counselling rounds results and you must get an allotment by the end rounds, not before that.

The cutoff this year was 90 percentile but if you have a quota maybe you would be able to take admissions here.
